Scott Joseph Kelly es un Aviador Naval estadounidense y Astronauta de la NASA. Su hermano gemelo, Mark E. Kelly también esta en la selección de astronautas de la NASA. Fue seleccionado como astronauta en abril de 1996. Su primer vuelo espacial fue en la misión STS-103 en el año 1999 en el cual fue piloto. Actualmente esta asignado a Comandante en la misión STS-118.
