Veijo Oskari Baltzar (9 de junio del 1942 Suonenjoki) es un escritor finlandés de etnia gitana, que ha publicado 8 novelas. Además ha escrito obras de teatro, poemas, o guiones de cine. El nombre de Balzart también está presente en las artes visuales.
