Yang Jian, Wendi o Wen-ti (541 - 604), fue el fundador de la dinastía Sui, la cual reunificó a la China después de siglos de inestabilidad.

Nació dentro de una familia poderosa en el norte de China, un área controlada por la dinastía Zhou (557–581). Cuando el emperador Zhou murió inesperadamente, Wen-ti se apoderó del trono sobreponiéndose a sus rivales y en el año 581 proclamó la dinastía Sui. Al pretender construir un estado fuerte y centralizado, él diseñó una nueva y enorme capital en Chang'an y atacó sólidos intereses locales.

Las familias con poder hereditario regional fueron sustituidas con oficiales seleccionados por inspección, a quienes se les prohibió despachar en las zonas de las cuales provenían, siendo también alternados por turno frecuentemente. Wen-ti sometió a las dinastías del sur de China y desbarató el accionar de los imperios turcos en el Turkestán y Mongolia.

Yang Jian puso en práctica el sistema equitativo de tierras y creó un nuevo código legal. Su gobierno introdujo ingresos fiscales y mantuvo graneros de valor regulable. En su vejez se involucró profundamente en el budismo construyendo santuarios.
