Información de la canción

El sencillo fue el primero de el álbum Hat Full of Stars. Es una balada sobre el final de una relación que resultó muy popular entre los fans. Fuera de los Estados Unidos, fue un éxito modesto en horas pico en los primeros 40 en el Reino Unido y Nueva Zelanda. En los EE.UU., la canción no pudo hacer el Hot 100 y alcanzó sólo tan alto como el número 33 en el Adulto Contemporáneo de singles.

Su lanzamiento ofreció una cara B del single llamado "Cold", una optimista pista de las sesiones de Hat Full of Stars.

Lauper re-grabó Who Let In The Rain para su álbum Shine en el 2004.

Junior Vásquez produjo la canción con Lauper. Realizó la mayor parte del resto del disco también. Lauper escribió la canción con Allee Willis.

La canción es la más cantada de todo el álbum por Cyndi Lauper.
