Kenneth Winston Starr (nacio 21 de julio de 1946) es un abogado de norteamericano y ex-juez. Starr fue designado por el presidente norteamericano Bill Clinton para ocupar la Oficina de Consejeros Independientes, en este cargo le tocó investigar el suicidio del consejero de la Casa Blanca Vince Foster y los negocios inmobiliarios de Whitewater. Kenneth presentó al Congreso el llamado Informe Starr, que abrió el camino para el juicio de Bill Clinton por las acusaciones relacionadas con el escándalo de Monica Lewinsky. Actualmente Starr de desempeña como decano de la Pepperdine University School of Law en Malibu, California.
